U.S. Rep. Marcy Kaptur votes against SAVE Act requiring voter ID
Liberal Democratic U.S. Rep. Marcy Kaptur of Ohio joined most Democrats in voting against a generally popular measure that would require a nationwide voter ID requirement.
The SAVE America Act would require proof of citizenship when registering to vote in federal elections, establish nationwide voter ID requirements, and remove non-citizens from state voter rolls.
Kaptur joined other liberal Ohio lawmakers, including U.S. Reps. Greg Landsman and Emilia Sykes, in a largely party-line vote. According to Fox News, the measure passed 218-213, and U.S. Rep. Henry Cuellar, D-Texas, was the only Democrat to vote in favor of the bill.
“Ohioans overwhelmingly support requiring an ID to vote in American elections, so why are Marcy Kaptur and Greg Landsman ignoring them?” RNC Spokesperson Delanie Bomar said in a statement. “While Democrats ignore common sense and cater to their far left base, Republicans will continue the fight to secure our elections and ensure Americans have confidence in their vote.”
While Democrats derided the need for nationwide voter ID, in August 2025, Pew Research found that 83% of adults nationwide supported requiring some form of government-issued photo ID to vote. That includes nearly three-quarters (71%) of Democrats and more than nine in 10 (95%) Republicans.
A minuscule 6% of American adults oppose the idea.
Last year, while discussing efforts to bolster domestic production and displace foreign imports, Kaptur, a 22-term congresswoman representing Northwest Ohio, candidly assessed her efforts, describing them as one failure after another.
Kaptur has been on the National Republican Congressional Committee’s target list. In May 2025, for example, the National Republican Congressional Committee launched an advertising campaign targeting Kaptur and Sykes for voting against the One Big Beautiful Bill Act.
Picking off Kaptur’s district would turn Ohio, which has become reliably Republican in recent years, further to the right. Republican insiders note that President Donald Trump won her district by 25,000 votes in 2024. Kaptur won a hotly contested reelection last year in what Politico called “one of the most closely contested House races.”
